Yep, that's largely it. What ever goes into the collection stays there and is never seen again in public.

I also think that there is some of the asian art collector mentality going on with cels. That is, collections of art are meant for viewing only by immediate family and friends. Many asians tend to be conservative and not exhibitionist in public (or so is my observation).
