Hmm, I checked ep.44 and didn't see this cel in the sequence you described. I could be wrong though. Hopefully someone who is more knowledgeable with SM cels will come along to help you shortly.
So yeah, this has been driving me nuts ever since you asked ....It's actually episode 36 and that scene comes before the title cel when usagi's having a bad dream. I have no way to screencap it, my computer doesn't do DVDs but I did find a clip of it on youtube if you want to watch it:

The background is not matching, however it is from the Sailor Moon Series. It appears in episode 39 as a flashblack when Artemis and Luna explain that Serenity enjoyed ice skating while on the moon.

This was a difficult shot to get because it's done in slow motion, so the cels overlap. You really need a high pixel DVD in order to be able to get this one without the overlap.

WOW! That one looks so much better than the one I tried to get!
My DVDs from the 1st and final seasons were taken from remastered versions of the TOEI releases. There was a seller on E-bay, supermoonproductions, that would sell these DVDs and, thus far, they beat the pants off every other version out there...even the Geneon/Pioneer version.
If you're willing to drop $50-$75 to get a high quality version, it's definetely worth it, especially if you make screencaps.
