Weird Japanese CD

I just bought this CD and i was wondering if anyone could help me figure it out. It says "Sample Loaned" around the center ring*picture attatched*

Just wondering what that means. It appears in all ways to be an official japanese CD.

Any help would be appreciated :D

Oh, i also got another one, but an american CD...it says "Protional Use Only" on the back of the case and on the CD.....Its a full album so i am wondering about that one too.....

When I put my time in during college at the campus radio station we got tons of CDs marked "promotional use only." Basically they send them out by the hundreds to radio stations in hopes of them getting air time. They usually don't want them being re-sold, hence the marking.
