There is this deputy I use, and sometimes they don't bid on time. I remembered this after sending in an order for this absolute wishlist cel I found, and I don't want to risk losing it. So, I decided to cancel my order (which I sent an email just now) since they didn't bid on it yet and I haven't heard a word from them yet as well.
My real question is, being my paranoid self, I want to know that this means they won't bid on it, right?

SMJ and Rinkya both let you bid in real time, which I usually do within 5 min. of the auction end time. I even once alternated between the two deputies to thoroughly confuse two Japanese bidders for a lot I really really wanted.
There are sometimes glitches, and I've lost a few nice things by not checking the SMJ forum to make sure the system is up. But on the other hand this avoids the problem that you describe.

When it comes to bidding on auctions I won't reply on anyone but myself and therefore bid in real time rather than leave my bid to someone like Celga, Nico or AnimeDep. Leaving these things to chance is a risk not worth taking. But if you feel a sense of loyalty to your deputy, KT, keep using them but have another 1 or 2 'real time' deputies as backup like Sensei reccommends.
If your deputy doesn't make that crucial bid for you, the best you might receive is a "sorry" which, is little consolation once you've missed your wishlist item.

Out of the gloom a voice said unto me;
"Smile and be happy, things could be worse".
So I smiled and was happy
and behold;
things did get worse...
