Help ID this old dude in a cloak!

I specifically bought these cels because I thought I made an accurate ID upon sight, assuming it was Dales from the Ys II OVA. But once I received them and watched the show over 3 times to make a positive ID, I could not find these shots anywhere. So although the art design and style is similar to this character, I'm now pretty sure it is NOT from this series.

So if anyone recognizes this guy, I'd love to hear who he is! Thanks!!
