Cel and sketch?

Does anyone know what exactly these are, how much they are, and how i can get them? because they look pretty good

Those are color settings for DBZ. I think they're hand painted. They were sold on Anime Museum a few years ago to AHWW's owner. I don't know where you found the image, but here they are on her site (at the bottom):

Those are the only ones I've seen in 5 years of collecting, so I'd be impressed if you got your hands on a set.

ummm....that's actually one of the two db/z/gt galleries out there that is just unbelievebly jaw dropping, tears running, salivating awesome.
Unfortunately these guys are not interested in selling anything at all.....they actually state that (in huge font and bolded) at the top of their page. So i don't think you'll have much luck with that.
I forgot what the other crazy gallery was...ummm....but if you go to the links section on my rubberslug gallery then these two sites are listed there.

Yeah....that's the one. It is one hell of a gallery. One of the two sites that almost makes me cry everytime i look at it...........he should really learn to share....i mean i'm running out of tears and saliva here
