It is common knowledge among most Dragonball Z fans that there is something refered to as the "Lost OVA," or the "DBZ OVA." It's called The Plan to Destroy the Saiyans.

CORRECT!! Indeed, it was a 2-part series of games for a console known as the Playdia. A sort of "choose your own adventure" game where what you choose can somewhat determine what happens on screen animated. Cool in a way, but from the links below, sounds too easy. Take a look.

Goku, Trunks, Gohan, Vegeta, and piccolo all entered that room only once in the DBZ series.

And the answer to your last question.....I actually missed out on that discussion, but I think hands down, Mystic Gohan was way more powerful than SSJ3 Goku. Goku couldn't even take on the fat Buu, but Mystic Gohan took on one of the more powerful forms of Buu

However, Goku said that he COULD have destroyed Fat Buu while he was SSJ3 but didn't... he felt the world needed to solve it's own problems or something stupid since he was dead now and couldn't be doing this anymore.
AND. SSJ3 Goku could keep up with Kid Buu. They were almost, if not, equal. The only real reason he couldn't defeat Kid Buu is, Kid buu just could not be killed. You can blow him into dust and he comes back.
What I think the dub leaves out is that, the reason the Genki Dama kills buu is... the Genki Dama (or spirit bomb) only hurts those with evil in their hearts. Kid Buu was pure evil, therefore, a Genki Dama is the obvious way to kill him. So the only real thing that could kill Kid Buu was the most massive Genki Dama ever created.
Now, you can infer that, even though Goku said he could defeat Fat Buu if he wanted... he did not really know the scope of how powerful Buu was, and how he couldn't be killed by any normal means. SO, maybe he just thought he could defeat him.
But I would say that...
Mystic Gohan is a little less strong than SSJ3 Goku. He could not for the life of him keep up with Buu after he used absorption. SSJ3 Goku was equal to Kid Buu at all times. But Kid Buu was un-natural in design and did not tire and could not die and did not lose power. That's the only reason Goku had so much trouble.
You could also maybe assume that Gohan's lack of training factored in on why he couldn't defeat Buu. Buu really got to him during that fight, messing with his head.
But for the record, I'd say:
1.) Vegetto is the most powerful in all of DBZ (we can assume that as powerful as he was as normal and SSJ... he probably could also go SSJ3 if he really wanted and pull it off to be 10x more powerful even)
2.) SSJ3 Goku
3.) Mystic Gohan
Those are my thoughts!

ummmm....that was actually a solid answer. Although some of your facts are missing from the original version of DBZ (I'm assuming you got them from the dubbed version), the one thing that you mentioned that I HAVE to agree with is that SSJ3 Goku was actually keeping up with kid Buu and Mystic Gohan could not possibly keep up with him. I totally forgot about that and so I will gladly agree that SSJ3 Goku is stronger than Mystic Gohan. Ummm.....I should really watch the series again....havent' got my DBZ dosage for a while
