I think I've made my decision on three fronts: first the overall reputation of the series, then the artistic quality of the items available, and finally price. So it was easy for me to make the hop to going for Inuyasha sketches, as the series is clearly a classic, the sketches are often stunningly dramatic (even the layouts and dougas), and they are (or were) affordable.
By contrast, I'm drawn to the sketches for Rozen Maiden (which I enjoyed very much BTW) because they're obviously well executed and dramatic. But does this series have staying power? And can I justify the price these go for when I can usually get equally dramatic sketches from Magic Knight Rayearth for less?
Just my two cents (which is about what I have left after Otakon ... thank God I filled up at the last $2.49 gas pump I saw).

It's sooo hard to gage it on just on attribute. I collect mainly characters, but I only collect from stuff that I think is nice artistically. But price is always a big factor as well. My most expensive cel so far was just over $100. I'm not going to spend a lot on a cel, especially if I haven't seen the anime or at least have some idea of the storyline.

I just collect from series I like. No matter what style or characters it has. If the series appeals to me. I'll try got get a cel.

The Doctor : … and then, just to finish off, I’m going to wipe every last stinking Dalek out of the sky !
Dalek : But you have no weapons ! No defenses ! No plan !
The Doctor : Yeah ! And doesn’t that scare you to death ?

Good question!
I guess it's a combination of a lot of things.
For me, first of all, the art style has to be appealing. If I do not like the character designs I most likely will not watch the series.
I have that with Naruto for instance.
For me, the character designs just aren't attractive, plus I do not think I can sit through 200+ episodes without the end in sight.
It's what turned off Inuyasha for me too.
Also the quality of the anime and the story is important to me.
For example; Weiss Kreuz is....
...no wait...forget that!
It's an overall package I guess

Im definetely a character driven collector.
I only collect certain characters.. when you browse
thru my gallery its easy to see who are my favorites from
the series I collect. ^_^
It helps me alot because Im a lil more focused when
I look for items on yhj/ebay/priv sales so I dont spend
more than I should or thin myself out on auctions.
As far as animes that I haven't seen, I don't collect
artwork unless I've seen the anime.
I once bought a couple of Mahoromatic cels because I
thought they were 'cute' and since it was payday and my loan-check
came in, I bought them! Then I rented the anime and
frankly I hated it and found myself selling all of em.
I vowed I'd never do that again. >_<
Soooo.. Id rather see or give up the cel or sketch to a true fan
than myself or someone that thinks its "pretty" and happens to have
expendable income. But thats just my opinion.
