Dalkstalkers question

Question for all those darkstalkers/night warriors buffs that may be out there.

Did Rikou (fish guy/merman) appear in the OVA/ TV series or both??
I have played the video games. But I have never watched the OVA's or the US released animated series. If someone could shed some light for me, it would be very much appreciated.

He was shown briefly at the beginning of the 4th OVA.
