The best way I can tell them apart are by the sequence
numbers and the shading. Genga's tend to be more colorful
and have the sequence number drawn in the middle of the
sketch. The douga sketches have little to no shading and
always have the sequence numbers in the right hand corner.
That seems to be my experience anyway.

I think the genga sketches are drawn by the head animator,
and the douga sketches are drawn by other animators. I
think there is a FAQ somewhere which describes all this in
detail.

Let me know if I'm wrong about this because this is what I figured:

Image

douga's are the final sketches used to make the actual cel

Image

gengas were the yellow papers(didn't come with cel but I'll use another one)

Image

layouts(that's what I call these) are a rough sketch of what the entire sequence will look like

Actually, genga are drawn on white paper by key animators. Yellow genga are correction genga, and are done by the head animator (animation supervisor). I've also seen pink and green ones, but I'm not sure what the color coding on those are. I just know that they are further corrections to the genga.

Yep, pretty much. Genga are done by key animators (gengamen), and those genga go on to be key cels. So, I'm pretty sure that the key animators also draw the douga for the key cels. The rest are called "in-betweeners” and their artwork is generally considered less pretty, though there are many exceptions. Most key animators have their position due to experience and not neccesarily a higher level of talent than the in-betweeners. That's just the way Japanese society works (though this norm has recently been slowly disappearing, causing confusion in the workplace concerning uses of honorifics).

Here's a really cool site about the different jobs in an animation house.

Though that doesn't really answer the original question, which Gonzai did brilliantly. :)
