Watch carefully if you decide to move anything! You DO NOT get a 10-cent listing fee or free gallery right there, but will get "a credit around the end of September"!

If all you read was the email, it didn't say that anywhere on it. You had to click on the "List Now" button to find out this information, as well as other details. Also, the default when you go to change a listing is 7 days. If you do that today, it will expire on the 22nd, which is when the new rules will be in effect. If you don't mind paying ebay extra at the beginning of September, best to schedule 3-day or 5-day auctions, and if things don't sell, slip them back into store inventory under the old fees for at least 30 days.

On the forums, there is talk that this is a way for ebay to show Wall Street that its idea worked, and many more things are in auctions than in stores.

Store Inventory Format listings that are created after 2:00 p.m. PT on August 14, 2006 that are moved to Auction-style or Fixed Price listing will not be eligible for the insertion fee credit.

Making store items to transfer to listings -

Yeah, there were a number of threads on that in the forums. Unfortunately, you would have had to have the store inventory up by 2pm on the 14th - most people got the email around 9 pm on the 14th -
