Next clue:
Two friends seek to change Japan by infiltrating the two major groups of people that control Japan. One is in the public eye. The other joins Japan’s more private world.

Using underhanded methods, these two take on the older more established backstabbers, cheats and swindlers who control the system.

Their roles in life are decided by a child’s schoolyard game.

Sometimes I think love is just a biological urge. Other times LOVE seems like a spiritual quality. Love, unlike energy or matter, seems limitless.

Nope

It’s a one-shot OVA from the mid-1990s, based on a Manga series which also inspired a live-action movie.
At one time both the anime (on VHS) and the manga were available in America through Viz, but I think it’s currently out-of-print :l .
