This is such fun! I'm glad I checked back into anime-beta.
This one is tough. Apologies if it's too hard.
This is a one-shot OVA based on a fairly long manga. After a woman's son and husband are killed in an airport bombing, she leads an all-female paramilitary group in order to combat terrorism.
I don't think its right but it sounds simular to a plot line from Macross 2

Still suffering the aftereffects of witnessing a traumatic occurrence, our hero is picked to be the fall guy in an elaborate scheme to discredit and bring down a powerful paramilitary force.
The Three Laws of Robotics:
1. A robot may not injure a human being, or, through inaction, allow a human being to come to harm.
2. A robot must obey the orders given it by human beings except where such orders would conflict with the First Law.
3. A robot must protect its own existence as long as such protection does not conflict with the First or Second Law.

Well, unbeknownst to the plotters, one of whom is a supposed friend, the hero is also part of a rumored about, clandestine group; operating sub-rosa, without accountability or official oversight.
It's probably too obscure. I'll give you guys an easier one. The answer was "Desert Rose", a series by Shintani Kaoru (Area 88).
