A little PayPal help please!

Hello,
I might engage in business with someone who I'm not sure I can trust. I am going to do a private transaction through paypal to buy a pretty expensive cel. I have searched the paypal faq and still cannot find a reasonable answer to my question:
Will I be able to get my money back through a paypal claim if this seller receives payment but does not send me the cel?
The only answer I can find on paypal is regarding getting your money back from an incomplete EBAY transaction...but what about a private transaction?
I will of course be paying for shipping with the best insurance and delivery confirmation so there will be no excuse for not getting the cel in the mail. I know there are those on Beta who can help me with this! Any advice would be welcome!

You can always use your credit card and do a chargeback if the seller doesn't come through. (I say that even though I don't allow credit cards on my sales. X| Personal account only). Credit card companies will generaly do a charge-back with little to no evidence. Heck, the last time I did one, I even told my company that I still had the product (was sent the wrong item) and had been waiting for a return address from the seller for a few weeks. They still did the chargeback (after which the seller contacted me and I sent the product back).

I don't believe that they have any policy for off-Ebay transactions, but someone else might know better than me.

Yes Cloud, I do. I told you, I sent the item back. It's certainly not my fault that a half.com seller refused to answer my emails for over two months. :x

If I recall correctly, Paypal offers an insurance(certain percent of the total sent) and will refund your money if the buyer does not complete the transaction. That's the only way I know of to make sure that you will receive your money back in the event that the seller won't send the item.

However, if a seller is Paypal certified, you can file a claim with Paypal within 15-30 days after sending payment. The payment is then frozen in the seller's account and will not be returned until the issued is resolved.
