Yes it is one of the one nice thing about a repro.
The Three Laws of Robotics:
1. A robot may not injure a human being, or, through inaction, allow a human being to come to harm.
2. A robot must obey the orders given it by human beings except where such orders would conflict with the First Law.
3. A robot must protect its own existence as long as such protection does not conflict with the First or Second Law.

Sadly, as I work for part of that organization, I can't say that I'm surprised. I've seen some of the people who work in cargo and I'm fully aware of what they're capable of. Fragile is a meaningless term.
The majority of packages are not searched by hand, but instead are x-rayed. Something tells me that the results of your package might have been inconclusive and that's when they resorted to opening it up.
Hopefully you can get another cel of that same scene.
oh... my... gosh... you poor poor thing, i dont know what i would do if that were one of my cels... at least it isn't cut into two seperate pieces? at least, i hope not, aiy... i wish there was something i could say to make you feel better... if it was a repro, then hopefully it is replaceable? hope hope hope...
Wow that is terrible. Each package I have gotten from Midori lately have been opened up prior to arriving at my house. The one that arrived today was barely taped back up. Luckily they have used the firm plastic containers to package my things. So if customs did tear into the outside (as badly as they did yours) at least the contents inside were protected.
That is a good thing about the newer shows I suppose. The rilezu can be made again and still hold value. Compared to older shows when the originals aren't really replaceable.
Thugs with box cutters. I'd be ok with them opening the occasional package if they used some care, but they seem to have no incentive to do so.
My copy of Range Murata's "fa documenta" got the customs treatment a couple years back. It's sort of a box set, which now has a jagged cut along the length of one side. Gotta wonder how far they had to jam the blade in to do it?

I don't know what to even say about this. Really . . . I am speechless. Thank God for insurance though. I am sure things will work out, but they will have to take the cel away from you to make the claim.
I recently bought some toys that were worth LOT. However, when I received the box, it was OPENED and half of the contents fell out and some of the contents were broken inside (the 2 sides of the box looked like they were kicked in by a donkey). I will hear the results of the claim some time this week.
That sucks. I've had customs check some of my cel packages before, but they were always from Rinkya (so the cels were in plastic cases, so nothing was damaged).
If I were you, I would write a very nasty letter to your local customs office.
