I like galleries that are easy to navigate with lots of wormholes to get from the home page to new stuff. While the RS search makes it possible to drop in through the ceiling to a cel of a character you're interested in, I spend more time in galleries that have an agenda in displaying art that is easy to see and follow.
Obviously because of shared interests I spend a lot of time in Vapalla's, Rallihir's and Otakusin's galleries, not to mention Stem Cels. But for design as opposed to content, I'd say I've learned a lot from Tex-chan's approach (sadly delisted at the moment) and from Baakay's Anime Cels. I also am very impressed with Iwakuralain16's intense approach to AnC (a show I've never been tempted to collect), shown in her Dream Is Destiny RS gallery. She really puts not just the main characters, but the whole texture of that show's artistic design on display.
Overall, I like galleries that entice me in, teach me something new, and keep me moving smoothly from item to item.

I try to have fun with my layouts, while making them easy to navigate and not taking up too much of my time in creating. In that respect, I totally agree with Syan's personal view of layouts. I like ones that are easy on the eyes and easy to navigate!

While I've heard many people complain (not in this thread, but elsewhere) that RS is too limiting and restricting with its layout design, I really like the fact that it gives all the hosted sites a feeling of cohesion, while still allowing for personal design preferences! Kudos to Jason! I know that without him, I probably wouldn't have an online gallery.

Now back on topic...
Some sites that I really like are:
Sakura Bunnies: While it is blindingly pink, it's very well put-together and has a certain flair.

Gecko Blue Cels: Tex-chan always has some of the nicest gallery designs. And I love the detailed information and fangirl ranting that she writes!

CHX: Wendy does amazing things with color and graphics.
Acetate Addiction: Jen and Steph always have the most gorgeous gallery designs. Their gallery is easy on the eyes, and is not at all difficult to browse.
The Unicorn Gallery: Caroline's gallery is simple, easy to navigate and is always a pleasure to visit. I love her soothing blue-toned theme.

This took me awhile to think about. There are a few galleries I love to go to because of the layout. One of the first galleries I love to go to is Zombiebunny @ RS. She always changes her images out and always has a clean looking layout. Another one I love to go to is of course Eternal Wings of Hope. This is Buttr's gallery which I can be honest is the reason why my cels are not in order as well(i just clumped all mine into one section instead).
OF course as he already knows, I love Sensei's gallery!. What got me watching his gallery are the cels he has from episode one of CSS. I like the way in every section of his gallery is puts one cel from the section/series that you are about to look through. for example his CCS: Episode One, The Fly Capture
section.

To be honest there are too many to name. These are just a couple of galleries I visit frequently @_@

This took some thought as I did not want to be biased due to either 1: friends galleries or 2: Tenshi ni Narumon, lol. So I revisited my saved links of galleries that for some reason or another had caught my eye. Seeing as most listed do not have any tennimon, the only reason they had been saved was due to design. So here are the ones that stood out to me (series, quality/quantity, nor how often or if ever updated are not taken into account).
