Ok, I feel like I'm spamming my own post here. :P
I caved and just sent an email to the bidder stating once again that I do not
accept payment plans. I guess it all comes down to his next reply or a waiting
game for the next 10 days for a payment to arrive to me. If I don't receive a
reply within the next 3 days then I'll have to send a payment reminder.

If he's seriously bidding up a bunch of auctions, he's probably a shill and you won't get paid either way. His suggestion of a "payment plan" might just be a way to circumvent the claims and feedback processes.

Maybe try sending a second chance offer to the next highest bidder? I'm not familiar with your auction, so I don't know if it was a buy it now or a winning bid. Either way, might be worth considering.

Hi again everyone,

I cancelled all his bids and blocked him so he can´t bid on my
auctions again. I´m pretty sure he is a joker, one of my auction
he bidded $555 as maximum bid, you can see it when you cancel his bid.
How can he ever pay anything when he owns many sellers a lot of money?
I think is the best this way, so I don´t get more annoying over this.

After all I have sent him 3 mails and he just replied one.
So I think I have reason to be a little Evil, mohahahahha

I guess you are talking about goku_nozawa. He is bidding on everything and if you check is profile he does not have any items bought.

He has also bought a few cels from Guerrierinconnu and he his asking for a payment plan!

Should avoid him and the problem is that he is increasing all the auction for nothing,

Oh this is like a never ending history. The guy, goku_nozawa wrote me an email and told me that he is only asking for the payment plan, in fact that he actually can pay in time. He asked me if I can let him bid my auctions again. If not he will report me for Ebay.
Guys, what should I do? Should I give him an another chance?
How many of you guys, he still owns you money?

You should avoid doing business with him.

There are already 3 people where he is asking for payment plan, how long would it takes ? Remember after a certain amount of time you can't do anything with paypal or ebay as a complain.

Payment plan deals should be out of ebay,

That joker said that he will pay me within 10 days and the other sellers he will make payment plans. Don´t understand why he bother doing that.
I told him that in my auction info it says within 7 days, lets see
what he will say.

Have a question, can he report me for blocking him???

I don't think so, you have good reasons to block him. He does not want to pay you within the time that was on your auction. It is your right to block him,

The problem is that he haven´t won any of my auction yet.
And he says now that he can pay in time.
But I checked Ebay again, he bided every dragonball cels auction
who is available.

Yes I saw that too, and he has never completed a transaction as a buyer! He is also member since 1 month only.

It is your right to cancels bids of anyone, he can't do anything about it.

You can block anyone you want on eBay without explanation because it's your right as a seller. He cannot report you and if he does, nothing will come of it. It's your right and no one can alter or take away that right.

I would block his email address as well so he cannot continue to harass you. He's wasting your time. Chances are, whatever lie he's telling you is the same lie he's telling everyone else. Why ask for a payment plan if he can pay? Because he can't pay.

Block him, ban him, whatever you need to do and leave it at that. I'd suggest everyone doing that and completely avoiding this shill.

From the sounds of it, it's not worth risking it. If he's not willing to pay for the auction within the normal time-frame upfront...i.e. no payment plan, then I'd ditch him as he sounds like a time-waster. If he does end up paying for the items, remove the funds from your paypal account before sending him the item.

I just received his reply to my email today. He is still pushing me to give him
a payment plan. Saying its easier for him to pay in two payments now
instead of the 3 individuals that he tried to request in the last email. I'm really irritated now. :x

I had some help from eBay's live forums last night and the people there said
to be careful as the guy may try to scam me. They also said that I should
wait for 7 to 10 days before I take any action against the guy, basically wait
to see if a payment arrives to me and if not then take action against
him. I really want to just take care of everything now and see if the
second runner ups want to buy the cels from me.

Dragon I think you did the right thing in canceling his bids and blocking him.
Don't be afraid of the jerk with his petty threats, he can't do squat to you.

Kris, I'd send him a final email stating that this is the final reminder that you will only take full payment in however many days you specify and absolutely no payment plans are available. I wouldn't threaten negative feedback or firm action as of yet since he can still leave a negative for you until you file the non-paying bidder complaint (from what Toni was saying earlier).
