Need your help to ID this cel! Iczer 1 or what?

Need your help to ID this cel! Iczer 1 or what?

Hi Folks,

I just purchased a very cool cel during this year's SD Comic Con that was labeled as from Iczer 1, the classic OVA series. It was a bit pricey, but I really love the look of it. At first glance, it appears it's from Iczer. However, after going backwards and forwards through my Iczer I DVD, I now know that this cel is NOT from Iczer 1 and in fact, may or may not be from any of the Iczer animes (Iczer 3 or Iczerlion). Would anyone know which show this cel is from and who the character is? I would greatly appreciate your help! Here's the URL:

Well I haven't watched Iczer, but if it was labeled Iczer, and if you have seen only Iczer 1, I see no reason why the label wouldn't be correct.
