I also recommend Monster, its a great title. on that "note" I also recommend checking out Death Note. Both titles are masterpieces.

But if you're looking for things that are under the radar I'd suggest:
Mushishi (amazing art, great stories, all stand-alone stories so you can start anywhere).
Haibane Renmei (beautiful art, very complex story, begins light and slow, gradually becomes more and more intense, best moments aren't equalled outside of Miyazaki IMHO).
NieA_7 (same creator as Haibane Renmei, less intense, more zen-filled, still well worth a watch)
AIR (by Tatsuya Ishihara, between his work on Inuyasha and Haruhi Suzumiya, extraordinary use of twisted, inventive storytelling, first part is told by a drifter, second part is a flashback to samurai times, third part is the first part told again from the point of view of a crow with a wounded wing, kinda Faulkner's "Sound and the Fury" applied to anime)
Asatte no Houko (similar in mood to AIR but more straightforward story, based on the familiar plot of two characters switching ages, kid becomes sexually mature, woman becomes kid again, very nicely done)
Hyper Police (don't expect it to make sense, but enormous fun all the way through)
Tenshi ni Narumon (amazingly under-rated series, first half is like Excel Saga, random, screamy, annoyingly cute, with an odd backstory, after ep. 12 the two plots change places, and the backstory becomes the main plot while the giggly cuteness goes to the back, last episodes are about as dark as shoujo anime gets)
Saiyuki (sweaty guys, noir plot, lots of snarfy demons, Buddhist mythology meets "Fistful of Dollars.")

While I love Kare Kano personally as a romance, its definetely one of those
'love it or hate it' animes.. so i never recommend it unless
the person is into Gainax titles. (evangelion, flcl, etc)

Kino no Tabi (each episode is its own individual story)
Ergo Proxy (my latest obsession lol though its dystopia anime)

Yeah, I'm not trying to be a pain here but I LOVE Fushigi Yuugi and HATE 12 Kingdoms. So just because you like one doesn't necessarily mean you're going to like the other. A grownup FY is Ayashi no Ceres. It is rather dark but by the same creator.
I also second Escaflowne and Ouran Host Club. FMA is just downright awesome too.
For starters, I went out on a limb and went with EoP's recommendation, 12 Kingdoms (you better be right about this being a good anime)... or you owe me $30... I should get it sometime this week.

Excellent choice. Not sure where you got it for only $30 (awesome deal... I originally bought them in single dvds costing around $180) But, The series will blow you away. Just watch all of it before you state you like it or not

I'm not a huge shoujo/romantic comedy anime fan, but I absolutely love this show.
I also highly recommend yawara, i used to check out the fansubs but they stopped at around 67 so ill now finally be able to see what happens during the second half of the series (total ep is 124). Can't wait till they start releasing them...
