The cool mist box works but it's a crap shoot with the drawing,I have one more home made type trick you can try,But it takes a little bit longer to work sometimes.
You can lay the cel face down(drawing up) on a towel in the bathroom when you shower and the steam in the air will help to release the bond of the paper and paint.I know you have seen the water condense on the mirror when you shower,so there is alot of water in the air and it is steam so it is disstilled and safe for the drawing and cel,I myself have done this in the past and it is 90% safe or so for the drawing but there is a chance of damage do to the amount of water in the air. Try it on a cheapy cel first so you get the idea of how much steam in the air it takes to remove the drawings,every bathroom is different so note how to water condenses in the room and place it in the least wet area in the bathroom and place the cel setup in that spot,remember less is more with the drawing.
That is why I like the free air way it has much less chance of damage to the drawing.
Go very slow and be careful not to drip tap water on the drawing and make sure you use a towel that does not have fabric softener in it,I would use a white cotton T-shirt turned inside out(inside is softer).
This way works but it sometimes takes 5 or 6 showers to get the drawing fully off without damage.
The drawing will be alot more moist than the free air way of doing it so be real careful not to damage it.
I would give the drawing a little extra time after your bath before you try to remove the drawing from the cel,the back surface of the drawing gets wet before the underside so give it time to work it's way to the paint side of the cel and drawing.
Each time you bring the setup in the bath place a few pencils between the gap of the drawing and the cel this helps the moist air get to the stuck parts easyer.
Once removed make sure you let the drawing and cel dry completely before you store them(A few days),If the drawing curls on you as it drys place the pencils on it to hold it down and after it drys place it under a few heavy books for a few days and it will flatten it back out if needed.
If you can see colored pencil notes on the drawing be real careful they can run or bleed,this is why I use the other method.
Never use this method on a background it will mess it up beyond repair!
Have fun and be careful and try it first on a cheapy cel.

I'm happy to report that the cel and sketch are now separated!

The sketch did suffer a bit of damage - and I am furious with myself for that. (You can see my efforts in the pic below) Though I have learnt some things to do next time.

For instance, I started peeling from each corner in the begining - which caused a lot of wrinkles (I'm hoping I can get rid of most of these by using heavy books) I should've started from each side, and worked my way into the middle.

Can I class this attempt as a success? I would like to think so. (Though next time I hope to do better)

Thank you to everyone who helped - especially JWR and backlotanimation! Without your help, the sketch would look worse than it does ^_^

Thats a sweet shot from I think 'your under arrest',Right?
The small line loss can be repaired and it would be hard to tell once done.

If your thinking about having it repaired send him a email thru his RS gallery and see if he can help you out,I'm sure he could save you a ton over the shops that do this type of repair.
Tell him Roy (DBA)Backlotanimation sent you,he has repaired some very high end drawings for me in the past and the work was some of the best I've seen done anywhere.
