The only animation program I have is Adobe ImageReady - however, I have never tried to animate my sketches before, so I can't tell you if it's the best at it :? It's worked fine for everything else I do, though.

My husband also uses ImageReady to animate my sketch sets. I have no idea how to use it, but it works well for him. Flash is supposed to be good too. :D

I use Adobe ImageReady whch is part of Photoshop. Using both programmes is good because you can do your scanning/manipulation in PS then quickly import it into IR for the final editing part.
I'm not particularly proficient at using this software but, like the others have said, it's actually simple to use and there are numerous online tutorials if you get stuck or want to learn some more advanced features.

I've found IR to be good for making ani-gifs suitable for the web because there are lots of optimization settings when you come to save the final sequence.
All these optimizations are viewable in a separate window within the programme. This means you can instantly work out the best compromise between image quality and file size without saving it first, checking to see what it looks like and redoing it if it's not suitable. This is a downfall with some image editors.
Out of the gloom a voice said unto me;
"Smile and be happy, things could be worse".
So I smiled and was happy
and behold;
things did get worse...
