2nd a walther p28 is no where near worth $2600 even in pristine unfired condition.
So as to why they think it's $2600, I have no clue, but I can guarantee you they are not held up on the fact that they think it's a real gun.

Actually, not necessarily. First this isn't the US, its Canada, and the law there is different. What you linked did not cover all aspects of shipping a handgun in the mail, just what weapons are prohibited in Canada. I'm fairly certain that it is probably illegal to just drop a handgun in a box and ship it to another country without documents of declaration. Also I'm assuming the "handgun" was not in a secured lock box and was lacking a gunlock. Both are priorities for all the major shipping companies that I've ever researched this subject on.
