Almost positive it's from Tokimeki Memorial. Possibly an OAV?

Sorry to answer by replying here, but I feel awkward answering posts with PMs these days.

About a third of the time I never get a reply back and I can never tell if my PM didn't go through properly or if the question was already answered several times over and my PM wasn't worth a reply.

Yeah, the cel is from the two episode Tokimeki Memorial OVA. It was an anime adapted from the Tokimeki Memorial game and had the game's characters in it.

The girl on the left is Megumi Mikihara. The girl on the right is Shiori Fujisaki. Shiori was the main character of the anime and game. Megumi loves animals and her best friend is Shiori. The cel shows the two of them visiting a toy shop during a brief scene in the anime.

Thanks keropi for the id of the cel, thought it was tokimeki memorial but was not sure. I appriciate your help and right now I'm watching the anime .

Really? That's pretty neat. :)

I'd just like to add for the sake of clarity that the Tokimeki Memorial OVA was written with the assumption that the audience was already familar with the game's characters. Tokimeki Memorial was an extremely popular game after all.

The characters in the anime often refer to events that took place in the game. There was a comedic event in the game during the class trip to a rural area where you had to fight off a bull or a bear that was attacking people. :^^:

All the girls in the anime are referring to the same person and that is the character that you played in the game. Shiori was the most difficult character to reach a gaming ending with. The OVA shows the story from Shiori's perspective. So you get to see the long thought process she went through in coming to her decision.
