So is there a time of year when to expect any early vegeta cels/sketches will pop up? Im looking for certain shots of Saiyan/Namek saga Vegeta and so far the ones Ive found are ok, but Im looking for something a bit different.

Not really a particular time, they aren't so rare that they only come round once a year, but not so common that you see them every month. I guess seeing as you are looking for something very good or that you'll like that lowers your chances a bit but don't worry, you should be able to find a nice one pretty soon provided you have the funds already saved up when you pounce.
e-Bay tends to have a few early Vegeta's for auction every now and then, if you are looking for something great you could expect one or two to show up in a big BWA if one comes around. You could check galleries and make offers, they may sell to you unless it's a WL cel they are holding on to.
