Does anyone know where this Hanken was from, There are way too many episodes for me to try and figure it out, Im sure someone here must know

I don't think that's from Burn Up W, actually.
It looks to me like something from an eroge. The characters seem like the same ones from the jh05j and jh06j images in the misc. hanken section of the Anime Link celshop. No idea what the game might be called, though.

Yeah it's not from the original 1991 anime (as opposed to it's later more common incarnations) or anything so I'd agree with what Macron said for a best guess.

I was told from whom I bought it from that it was Burn Up W, Strange

Well I guess its going to be even harder to identify now :(

As far as I can say, if it is from Burn-up, it looks like an amalgam.
Different characters from Burn-up W, Excess and Scramble. Best guess is it's a promo shot for a magazine or other advertisment for the Burn-up franchise.

From memory the majority of cels from burn up W/Excess, had an official "AIC" stamped into the top of the cel. (or at least the official ones they sold =P) so if from either of those series being a hanken you would expect it to have the same. But honestly looking at it I wouldn't say it was from either of those series based on the way the characters are drawn.

But it does appear to be some of the characters tho...

I have a lot of AIC hankens - and only one of them is stamped with that AIC logo, so I don't think that really indicates anything.

However, I do agree with the other posters - I don't believe this is a Burn-Up hanken. Those are definitely the same designs as those PC game hankens Macron one linked, and that is the direction I'd take to try and identify yours.

Looking at your hanken, the only design that comes close to a Burn-Up one is the pink haired girl (similar to Lilica) but as you can see from this NSFW eXcess design hanken or this W OP cel she has way too much hair for Lilica.

I think I ID'd a unrelated hanken for Silvrdrago that had been used on the back of the game box. The link above will give you the in game version to match the cel at anime-link, this was used on the box cover. If you want a copy of the box cover images, just pm and I'll email you a copy.

The one girl also seems to resemble the unknown cels Angelic-Lair has. Same pony tail, same eye color, same hair highlights, same thing with strands of hair arcing forward over the ears...

For those interested in anime-link's hanken, the following post card set might be of use for some ID's. I have 2 sets of the cards, animaxis gave them out in the past for point redemptions. The linked file isn't mine, just something I found via google.

The bulk of the items at anime-link seemed to have an AIC relation (not all) which is interesting. Princess Quest for instance carries AIC credit. Maybe some of the art being similar to Burn-up is more than coincidence?

As for Angelic-Lair's unknown hanken, there may or may not be relation to the Miami Soft game, but they appear to turn up in the AIC Visual Files. AIC published 3 "AIC visual File" CD-roms, the contents you can find parts of around web on certain sketchy sites. Google at your own peril, I suggest adblock plus and noscript, just my disclaimer though.
