Watching the Mandarake auctions is probably their best bet. It’s the only place I regularly see new One Piece stuff come up.

Anime Game, Midori, and Art Toons have a very small selection of One Piece douga, but nothing of Sanji. It’s very very rare to find art of him.

Mandarake and Y!J are your best bets. However, you should warn your friend that competition for OP materials is FIERCE and the items can get very expensive.
