My friend wants to buy something from Rakuten orTenso for his girlfriend, as I've not dealt with them myself could any of you vouch for them. I'm 99% certain they're fine, but as I've never used them its hard for me to say with any authority...

I've never used Tenso before but aren't they a Japan domestic to international delivery service? I heard Rakuten is a good site for anime merchandise as my fellow anime figurine collectors mentioned times and again. its less competitive compared to YJA but also less selection.
