Is this a real production cel?

My first reaction was "fancel," but the seller has been pretty explicit about what s/he knows about it. It's allegedly a cel from a promotional commercial, and the current owner got it already framed as some kind of professional award for "caption work" (i.e., subtitling?) S/he has not tried to unframe it and has been careful to store it out of the light, accounting for the unusually sharp trace lines. The date (1993/94) seems right, so I'd be willing to say "probably legit" based on the provenance. Pricy, IMHO, but SM collectors might beg to differ.
