Is there a chance this is artwork from one of the FMA games?
It looks similar in style to some of the PS2 game art we have of Roy. We know Mandarake had listed some of the game pieces they sold as hanken and they probably weren't the only ones to do so.

MY google fu is failing me I tried looking for promo game art, promo cards... blah and I even thought maybe it could be a mis identified episode pan.

But it wasn't in the episode I thought it would be... Blah...

I will keep googling but if anyone has other ideas that would be great!
