Updated list of production cel related resources and places to buy cel

I decided to put together a page on my website for production cel resources and sites that sell production cels. I started as a base the great post by JWR on such resources but since it is from 2015 updates were needed. I updated based on what is currently open and added other sites and resources I found. If you have other links I should add please let me know and if you see any mistakes let me know, too!
