Ambassador Magma is a rather 'old' series.
From the little I know of it I can tell the title character is yellow, possible a (giant) robot and all the characters look like they would fit in in the early "astro boy" series.

The Doctor : … and then, just to finish off, I’m going to wipe every last stinking Dalek out of the sky !
Dalek : But you have no weapons ! No defenses ! No plan !
The Doctor : Yeah ! And doesn’t that scare you to death ?

I looked for the anime in the Anime encyclopedia and here's a little more info for you.
It's based on a minor manga by Osamu Tezuka (Astro Boy). It never was made into an anime during his lifetime, though some artwork was completed for it. Many years later, when his estate wanted to adapt all of Tezuka's work for a new generation, Ambassador Magma was finally made. The 13 ep.series was deliberately designed in an old fashioned anime style mimicing the original manga. It was primarilly geared to children. ( As a side note, the rubber suited aliens and mecha live action series Space Giants was also based on the same manga.) The opinionated people who assembled the Anime Encyclopedia had mixed feelings about the show but felt it explored some interesting science fiction concepts.
"Dispite its camp villians, the story has its scary moments - and is simply bursting with ideas and relationships that the X-Files later reprised, such as covert alien take-overs, human sleeper agents, and time disturbances."
